The $250 pursuit escrow protocol
Lock
When partners form a deal room for an active solicitation, each firm deposits a $250 commitment stake into platform escrow.
Delivery
Each partner is assigned specific proposal volumes — for example, the prime authors Management and Staffing while the sub authors Technical Approach and Task Area 3.
Release
Upon delivery of compliant copy by the internal Pink Team milestone, the $250 stake is immediately released back to the member.
Forfeiture
If a member fails to deliver their volume or ceases communication within 72 hours of the deadline, the deposit is forfeited to compensate the remaining partners or fund an external capture writer.
Administrative lapse
Any member whose SAM.gov registration expires or becomes inactive has platform privileges paused automatically until registration status is restored.
Proposal abandonment
Failure to deliver an assigned volume by the Pink Team milestone forfeits the $250 stake and triggers a 90-day suspension from the active deal room.
Circumvention
Using platform procurement data or introductions to bid independently or with an unapproved third party results in expulsion and liquidated damages of 15% of the total award.
